Plain-language change summary

The amendment to Bill HB 1788 changes the term "taxpayer" to "citizen," allowing any resident, rather than just those who pay taxes, to sue public entities or state agencies for violations related to Diversity, Equity, and Inclusion (DEI) provisions in contracts. This expansion enables a broader range of individuals to take legal action, which may empower more community members to address issues they see within public services. The amendment is significant because it increases public accountability by allowing a wider audience to hold state entities responsible for their actions or policies.
