The final version of SB 443 introduces new rulemaking authority for reviewing and approving wastewater infrastructure plans and sewer connection permits. Notably, it removes the requirement for at least 30 days' notice before beginning construction and clarifies that the state can review and approve all related engineering documents critical for pollution control projects. These changes are significant because they streamline the approval process for wastewater projects, potentially speeding up construction and enhancing environmental protections.
