The final version of SB 523 establishes a committee to study the implementation of a residential builder registration system in New Hampshire, with an emphasis on improving consumer protection and transparency in the building industry. This bill highlights the need to address isolated instances of fraud and abuse, mostly from out-of-state builders, which have damaged consumer confidence. By creating this committee, the state aims to explore effective ways to strengthen accountability in the residential construction sector without imposing heavy burdens on builders.
