The bill now clarifies that it includes all amendments adopted in the House of Introduction, as opposed to just those adopted on second reading. Additionally, it reinforces that the appointment of a guardian ad litem for children or youth in dependency and neglect cases is required, as previously stated. The bill also explicitly prohibits the waiver of a child's or youth's right to counsel. This means that children or youth cannot give up their right to legal representation, which may strengthen their legal advocacy in such cases.
