Plain-language change summary

In the latest version of Bill HB 19-1077, specific provisions were made clearer regarding pharmacists' authority to refill prescriptions when they can't get approval from doctors. The previous draft included a more complicated effective date tied to potential public petitions, which has now been simplified. This change is important because it supports pharmacists in providing timely care to patients without unnecessary delays, while also streamlining the law's implementation.
