Plain-language change summary

In the final version of SB 482, the bill now clarifies the role of digital asset transaction kiosks, specifically by establishing a hold period for transactions that helps protect consumers. This means customers cannot complete a second transaction until the first one is confirmed, giving them time to reconsider and avoid scams. Additionally, kiosk operators must verify customers' identities before transactions take place, further enhancing consumer protection. These changes are important as they aim to prevent financial losses, especially for vulnerable individuals like older adults.
