Plain-language change summary

The amendment to bill LB 1022 changes the requirements for obtaining a Nebraska substitute teacher's certificate by providing an exception to the need for human relations training. This means that individuals applying to be substitute teachers will no longer have to complete this specific training, potentially making it easier and faster for them to enter the teaching workforce. This change matters because it aims to address staffing shortages by lowering barriers for substitutes, allowing schools to better fill gaps in teaching coverage.
