Plain-language change summary

The most significant change in Bill SB 1353 is that it now specifies that certain rules will not apply to manufacturers, distributors, or dealers of trailers. This amendment clarifies which vehicle types are affected by the regulations in question, potentially easing some burdens on trailer businesses. By narrowing the focus to exclude trailers, the change aims to ensure that regulations are more appropriately tailored to the types of vehicles they are meant to govern. This distinction is important for stakeholders in the trailer industry, as it could affect their operations and compliance requirements.
