Plain-language change summary

The bill has changed the proposed tax rate from three cents to 2.75 cents for every one hundred dollars of taxable property in Missouri. This adjustment reduces the amount of money collected for the blind pension fund, which could impact funding levels for pensions for individuals who are blind. It is important as it reflects an attempt to balance state revenue needs with taxpayer burden while still aiming to support essential services for the blind community.
