Plain-language change summary

The amended version of SB 1014 delays the implementation of mobile device policies in schools from the 2026-2027 school year to the 2027-2028 school year. Additionally, it clarifies that any method of contact for parents must be staffed during the school day and slightly modifies wording regarding students with individualized education plans. These changes matter because they give schools more time to prepare for the policy and ensure better communication with parents, particularly regarding students who need mobile devices for educational purposes.
