Plain-language change summary

The updated version of HB 1877 now specifies that the Pennsylvania Seal of Biliteracy will be awarded to any student graduating from high school who shows proficiency in both English and at least one other language. Additionally, the Department of Education is tasked with creating not only the criteria for this seal but also a toolkit for schools to facilitate its award. This change is important because it ensures that schools have the resources they need to support bilingual education and recognize students' language skills effectively.
