Plain-language change summary

The amendment to SB 189 adds a specific prohibition against using aircraft engines to disperse chemicals into the environment for the purpose of altering temperature or weather. Previously, the bill broadly prohibited any material from being intentionally released into the atmosphere to influence the climate. This change matters because it clarifies and strengthens regulations regarding environmental protections, particularly by addressing a specific method that could potentially harm the environment. The new provision will take effect on August 1, 2026.
