E.(1) The consortium shall adopt rules and regulations to provide for the governance of the consortium.

944 (2) Procedures for filling a vacancy created by the removal, resignation, or death of any consortium member shall follow those used for initial appointments.
Each consortium member shall serve without compensation except a member mayreceivereimbursementforexpensesin accordancewith the guidelines of the entity he represents.

G.(1) The member from the Pennington Biomedical Research Center shall serve as the initial chairman for two years.
Anyreimbursement for expenses incurred bya member shall be the sole responsibility of the entity or agency the member represents, and nothing in this Section shall be construed to require the Louisiana Department of Health to provide reimbursement for such expenses.
(2) After the term of the initial chairman, the consortium shall elect a chairman everytwo years who shall serve for a term of two years.

(3) The consortium shall elect a vice chairman and may elect other officers as deemed appropriate.
The chairman and vice chairman of the consortium shall be elected by a majority of the consortium members at its first meeting, which shall be called no later than September 1, 2026, and the members may elect other officers as the consortium deems appropriate.

I.(1) Theconsortiumshallmeetatsuchtimesandplacesasdecidedbyavote of the consortium or by order of the chair.
The consortium shall hold quarterlymeetings unless decided bya vote of the consortium or byorderof the chair.
Special meetings shall be held on call of the chair or of a quorum of the members of the consortium.

Eachdepartmentparticipatingontheconsortiumshallprovidereasonable administrative assistance and staff support to the consortium, subject to the availability of personnel, appropriated funding, and existing agency resources.

(f) An online clearinghouse of credible online evidence-based information and resources, including the Interagency Women's Health Agenda, as identified by the consortium.
M.
The consortium and its members shall maintain the confidentialityof all information, data, and records received pursuant to this Section in accordance with applicable federal and state law, including but not limited to the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Medicaid confidentiality requirements, and applicable state medical privacy laws.
No individually identifiable information shall be disclosed except as otherwise authorized by law.
Anydata-sharingarrangementinvolvingconfidentialinformationshallbesubjectto written agreements approved bythe applicable state agency.

TheconsortiumshallsubmittotheDavidR.PoynterLegislativeResearch Library,theHouseandSenatecommittees onhealthandwelfare,andthe governor's officepriortotheconveningofthe2027RegularSessionoftheLegislatureawritten report that summarizes the activities, findings, and recommendations of the consortium,includingtheInteragencyWomen's HealthAgendaforthestate.
Tothe extent practicable, such reporting requirements may be satisfied by incorporating them into existing Louisiana Department of Health reporting mechanisms or publications to minimize duplicative administrative burdens.
(1) "Consortium" means a network of public and private sector experts and health professionals in this state specializing in women's health, as well as policy leaders necessaryto effectuate change for a comprehensive women's health agenda for the state.

The duties, functions, and responsibilities imposed pursuant to this Section shall be implemented only to the extent that funding is appropriated by the legislature or otherwise made available through federal funds, grants, or other fundingsources.NothinginthisSectionshallbeconstruedtorequiretheexpenditure of funds in excess of those appropriated or otherwise available for such purposes.
