Plain-language change summary

The bill SB 198 has been updated to clarify the authorship by stating that it is only from Senator Mizell. The previous version mentioned both Senator Mizell and Representative Knox, but this change means that only Senator Mizell is now credited for the bill. This matters because it acknowledges who is primarily responsible for the legislation.
