Any vessel valued in excess of five thousand dollars and required to Pagebenumberedoranyoutboardmotorthatispurchasedorotherwisetransferred 1on ofor 3after Coding:January 1, 2027, shall be titled in accordance with this Part.

1:13(B) and 24:177(E)] DIGEST SB 213 Engrossed 2026 Regular Session Hensgens Present law authorizes, but does not require, the owner of certain vessels valued in excess of $2,500 and certain outboard motors to applyto the Dept.
of Wildlife and Fisheries for a certificate of title.
Present law provides that a person who owns a vessel with a valid certificate of documentation issued by the U.S.
Coast Guard shall not be issued a certificate of title.
Proposed law retains present law provisions authorizing voluntary titling of certain vessels and outboard motors.
Proposedlawfurtherrequirestitlingofanyvesselvaluedinexcessof$5,000thatisrequired to be numbered and any outboard motor, purchased or otherwise transferred on or after January 1, 2027.
Proposed law requires that applications for certificates of title for vessels and outboard motors subject to the mandatory titling requirement be submitted within 60 days after acquisitionorachangeincertificateinformation.Forallothervesselsandoutboardmotors, application for a certificate of title remains voluntaryand may be made at any time.
Proposed law retains the prohibition on issuing a state certificate of title for vessels documented by the U.S.
Coast Guard.
