The updated version of Bill HB 5048 includes new provisions ensuring that foster children waiting for placement receive information technology training from the West Virginia Department of Education. This training helps them successfully engage in virtual learning by teaching them how to log in and participate in courses. Additionally, the timeline for initiating virtual instruction has been clarified, stipulating that it should begin no later than three days after a child enters temporary care.
