AN ACT CONCERNING MODIFICATIONS TO THE FIREFIGHTERS CANCER RELIEF FUND.
(a) Not later than [July 1, 2023] October 1, 2026, and annually thereafter, the State Treasurer, in consultation with the Connecticut State Firefighters Association, shall submit a report to (1) the advisory committee established pursuant to section 7-313q, and (2) the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees, in accordance with the provisions of section 11-4a, on the status of the firefighters cancer relief account established pursuant to section 7-313h and the firefighters cancer relief [program] programs established pursuant to [section] sections7-313jand 7-313p.Suchreport shallinclude [(1)] (A) thebalance of the account, [(2)] (B) the projected and actual [participation in the program] expenditures for each program, and [(3)] (C) the [demographic information of each firefighter who receives benefits SB349 / File No.

349 (b) If the State Treasurer determines that the firefighters cancer relief account is approaching insolvency, the State Treasurer shall provide notice to (1) all municipalities currently providing compensation pursuant to section 7-313p, (2) the Governor's office, (3) the Workers' Compensation Commission, and (4) the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees.
(b) If the State Treasurer determines that the firefighters cancer relief account is approaching insolvency, the State Treasurer shall provide notice to (1) all municipalities currently providing compensation pursuant to section 7-313p, (2) the Governor's office, (3) the Workers' Compensation Commission, and (4) the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees.

51 OLR Bill Analysis SB 349 AN ACT CONCERNING MODIFICATIONS TO THE FIREFIGHTERS CANCER RELIEF FUND.
SUMMARY This bill makes changes to the state treasurer’s reporting requirements on programs that provide benefits to firefighters with cancer.
Current lawrequiresthetreasurer to issueseparate annualreportson the status of the Firefighters Cancer Relief Program (due each January) and a separate program that provides workers’ compensation-like benefits to firefighters with cancer (due each July).
The bill combines these two reporting requirements into one annual report, with the first combined report due by October 1, 2026.
It also changes the report’s required contents to include the projected and actual (1) expenditures (rather than participation) for each program and (2) income sources for the firefighters cancer relief account (rather than certain demographic information about the firefighters receiving benefits).
The bill also (1) requires the treasurer to submit the report to the Labor and Public Employees Committee (in addition to the Firefighters Cancer Relief Fund Advisory Committee, which receives it under current law) and (2) makes technical and conforming changes.
