Plain-language change summary

The recent amendments to Bill HB 1306 focus on establishing a special license plate for wild horses and creating a dedicated fund for its support. Notably, the bill clarifies the definition of "gift" to include donations specifically made to the Wild Horse Fund and outlines how these funds can be used by the Wild Horse Project. This change is important as it ensures that contributions are correctly allocated to protect and manage Colorado's wild horse population. This aligns the fees for the Wild Horse License Plate with those for regular motor vehicle plates.

  • 42-3-301

(3)(a) NOTWITHSTANDING SUBSECTION (1) OF THIS SECTION, THE DEPARTMENT SHALL NOT COLLECT THE FEE IMPOSED IN THIS SECTION FOR THE ISSUANCE OF THE WILD HORSE LICENSE PLATE CREATED IN SECTION 42-3-272.

This exempts the Wild Horse License Plate from certain fee collections specified in existing law.

  • 42-3-312

    (2) IN ADDITION TO ANY OTHER FEE IMPOSED BY THIS ARTICLE 3, AN APPLICANT FOR SPECIAL LICENSE PLATES ISSUED UNDER SECTION 42-3-272 SHALL PAY THE FEE IMPOSED IN SUBSECTION (1) OF THIS SECTION ON OR AFTER JULY 1, 2028, TO BE ISSUED THE SPECIAL LICENSE PLATES.

This adds a stipulation for fees specifically related to the new Wild Horse License Plates starting from a specific date.
