Plain-language change summary

The bill now specifies that certain sections of state highway may be designated for Off-Highway Recreational Vehicle (OHRV) use instead of mandating that they shall be designated. It also adds a requirement for approval from local town boards after a public hearing and outlines the process for changing the use of these highways. Additionally, the effective date is changed from "upon its passage" to "45 days after its passage." This means that the designation process is more flexible and involves local input, while the timing for when the law takes effect is now delayed.
