Plain-language change summary

The updated version of HB 2196 specifies that by August 1, 2026, every public school must have an automated external defibrillator (AED) that is easily accessible during school hours and at athletic events. It now emphasizes that the AED should be located so that it can be retrieved and used within three minutes and must be consistently maintained. Additionally, coaches are required to complete a specific training course on CPR and AED use that aligns with national guidelines. These changes are important because they enhance safety measures in schools, ensuring that quick medical assistance can be provided in emergencies.
