Digest: The Act changes laws about the cleanup of marine vessels that have been left alone or that are in bad shape. (Flesch Readability Score: 76.7). Modifies the meaning of terms used for purposes of the abandoned and derelict vessel laws. Clarifies that an authorized agency may remove and dispose of marine debris without notice. Creates the offense of abandoning a vessel. Punishes by a maximum fine of $2,000. Expands the offense of possession of a derelict vessel. Authorizes the Director of the Department of State Lands to procure or supervise the procurement of goods, services and personal services related to the removal of abandoned and derelict vessels. Takes effect on the 91st day following adjournment sine die.
