Plain-language change summary

The latest version of Bill SR 3 now explicitly urges Congress to allow American Samoans to serve as commissioned officers in the military and to vote in federal elections. This change highlights the unique status of American Samoans, who are U.S. nationals but not citizens, making them the only inhabited U.S. territory with this distinction. Granting these rights could help rectify a long-standing inequity, providing American Samoans with the same military and voting privileges enjoyed by citizens from other territories.
