IN ADDITION TO ANY OTHER QUALIFICATIONS PRESCRIBED BY THIS CONSTITUTION OR BY LAW, ONLY CITIZENS MAY REGISTER AND VOTE IN ARIZONA ELECTIONS.
ONLY CITIZENS OF THE UNITED STATES SHALL BE ELIGIBLE TO REGISTER AND VOTE ONCE FOR EACH AVAILABLE OFFICE OR BALLOT MEASURE, IN ANY PRIMARY, GENERAL OR MUNICIPAL ELECTION IN ARIZONA.
FOREIGN NATIONALS MAY NOT CONTRIBUTE OR EXPEND MONEY OR ANYTHING OF VALUE TO INFLUENCE AN ARIZONA ELECTION, AND NO PERSON MAY KNOWINGLY ACCEPT SUCH A CONTRIBUTION.
A FOREIGN NATIONAL SHALL NOT MAKE, AND NO PERSON SHALL KNOWINGLY ACCEPT FROM A FOREIGN NATIONAL, ANY CONTRIBUTION OR EXPENDITURE FOR THE PURPOSE OF INFLUENCING ANY ARIZONA ELECTION.
EVERY VOTER MUST SHOW VALID GOVERNMENT ISSUED PROOF OF IDENTITY BEFORE CASTING A BALLOT IN EACH ELECTION, WHETHER VOTING IN PERSON OR BY ANY OTHER METHOD, AS PRESCRIBED BY LAW.
CONCURRENT WITH CASTING A BALLOT, ALL QUALIFIED ELECTORS SHALL BE REQUIRED TO PROVIDE A GOVERNMENT ISSUED IDENTIFICATION.
ACCEPTABLE IDENTIFICATION, AS PROVIDED BY LAW, SHALL BE MADE AVAILABLE TO QUALIFIED ELECTORS SOLELY AT THE STATE'S EXPENSE.
ARIZONA ELECTIONS SHALL BE DECIDED SOLELY BY THE VOTES OF ELIGIBLE CITIZEN VOTERS.
TO HELP ENSURE TIMELY ELECTION RESULTS:
1.
EARLY VOTING, IF AUTHORIZED BY LAW, SHALL END NO LATER THAN 7:00 P.M.
ON THE FRIDAY PRIOR TO THE ELECTION, EXCEPT THAT EARLY BALLOTS DELIVERED THROUGH THE UNITED STATES POSTAL SERVICE MAY BE ACCEPTED UNTIL THE CLOSING OF POLLS ON ELECTION DAY.

VOTES SHALL NOT BE CAST OR ACCEPTED AFTER POLL CLOSING TIMES ON ELECTION DAY, AS DESIGNATED BY LAW, BUT A QUALIFIED ELECTOR WHO IS STANDING IN LINE BY THE TIME POLLS CLOSE SHALL BE PERMITTED TO VOTE.
TO PREVENT ADMINISTRATIVE DELAYS AND ENSURE TIMELY AND ACCURATE ELECTION RESULTS, ON ELECTION DAY ALL VOTERS SHALL BE PROVIDED THE OPTION TO HAVE THEIR BALLOT TABULATED AT THEIR VOTING LOCATION, AS PRESCRIBED BY LAW.
ALL QUALIFIED ELECTORS MAY BE OFFERED AN OPPORTUNITY TO RECEIVE A MAIL-IN BALLOT PROVIDED:
1.
THE QUALIFIED ELECTOR HAS MADE AN AFFIRMATIVE REQUEST CONFIRMING A SPECIFIC MAIL ADDRESS PRIOR TO EACH BIENNIAL GENERAL ELECTION;
2.
THE QUALIFIED ELECTOR PROVIDED DOCUMENTED PROOF OF CITIZENSHIP AT THE TIME THEY REGISTERED TO VOTE;
3.
MAIL-IN VOTING IS AUTHORIZED BY LAW;
AND 4.
ANY OTHER REQUIREMENTS PROVIDED BY LAW ARE SATISFIED.
THE PEOPLE AND THE LEGISLATURE MAY ENACT LAWS GOVERNING ELECTIONS, INCLUDING EARLY VOTING AND MAIL VOTING, PROVIDED SUCH LAWS ARE RATIONALLY CONNECTED TO A LEGITIMATE STATE INTEREST INCLUDING TIMELY AND ACCURATE ELECTION RESULTS, EFFICIENT ELECTION ADMINISTRATION, ELECTION SECURITY, AND PRESERVING PUBLIC CONFIDENCE IN THE INTEGRITY OF ELECTIONS.
IF A PROVISION OF THIS ACT OR ITS APPLICATION TO ANY PERSON OR CIRCUMSTANCE IS HELD INVALID, THE INVALIDITY DOES NOT AFFECT OTHER PROVISIONS OR APPLICATIONS OF THE ACT THAT CAN BE GIVEN EFFECT WITHOUT THE INVALID PROVISION OR - 1 - H.C.R.

THIS AMENDMENT SHALL COMMONLY BE KNOWN AS "THE ARIZONA SECURE ELECTIONS ACT." 2.

THE LEGISLATURE SHALL APPROPRIATE ANY MONIES NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION.

THIS ACT IS NOT SUBJECT TO THE REQUIREMENTS OF ARTICLE IX, SECTION 23.

THIS ACT APPLIES TO ALL ELECTIONS TAKING PLACE ON OR AFTER JANUARY 1ST, 2028.
