Plain-language change summary

The amended version of Bill SB 239 adds provisions to simplify the registration process for vehicles that are at least 25 years old and were legally imported into the U.S. Specifically, the Department of Motor Vehicles can no longer require these older vehicles to meet current federal safety standards for registration or title certification. This change is important because it makes it easier for classic car owners and enthusiasts to register their vehicles without facing unnecessary regulatory hurdles.
