Plain-language change summary

The latest version of SB 1190 has lowered the required enrollment threshold for a community college district to establish a special plate fund from 59,000 to 50,500 students. It also now requires that a person pay $32,000 for implementing a collegiate special plate for a community college district, allowing them to design the plate, which must be approved by the department. This change matters as it makes it easier for more community colleges to fund scholarships through special plates, while also creating a clear pathway for design and funding.
