Plain-language change summary

The updated version of House Bill 2149 changes the age requirement for operating powerful watercraft. Now, only individuals born after January 1, 2007, are restricted from operating watercraft with over 50 horsepower unless they have completed an approved boating safety education course. This change lowers the age threshold from under 18 years to specify a birth date, which means more minors will need to meet safety education requirements before operating larger watercraft. This matters because it aims to enhance safety on the water by ensuring that younger operators are properly educated about boating risks and regulations.
