Plain-language change summary

The recent amendment to Senate Bill No. 13 shifts responsibility for the summer electronic benefits transfer program for children from the Department of Education and Early Development to a new section specifically within the Department of Health and Social Services. This change clarifies that the department must actively seek federal funding for the program and implement necessary regulations. This matters because it centralizes the program's management, potentially leading to more effective use of resources and improved access to summer benefits for eligible children.
