Plain-language change summary

The amendment to SB 1189 introduces a requirement for a two-thirds vote of the commission to adopt any changes that would eliminate tax exemptions or expand taxable business activities. This is significant because it adds a higher level of scrutiny and agreement among commission members before any potential increases in tax burdens can happen. Additionally, the amendment clarifies that tax rate changes will not be reviewed by the commission but mandates that cities must notify the commission if they impose new rates. This ensures that the commission can keep track of tax changes while allowing local governments some flexibility.
