Plain-language change summary

The revised version of HB 2703 now allows the secretary of state to temporarily limit access to the electoral portal for updates, which was not permitted in the previous draft. It also requires the secretary of state to notify candidates in advance about any planned downtime, including an estimate of how long the portal will be unavailable. This change is significant because it ensures that while updates can be made to improve the system, candidates are kept informed to minimize disruption during their campaign activities.
