Plain-language change summary

The recent changes to House Bill 2783 specify that a person who "knowingly" violates election laws will face a Class 6 felony charge, while previous wording led to penalties for any violation of the law, regardless of intent. This distinction matters because it introduces a requirement for proof of intent behind the violation, which can affect how the law is enforced and the seriousness with which violations are treated. This change may aim to ensure that only those who deliberately break election laws face the most severe consequences.
