Plain-language change summary

The bill has been amended to extend the payment deadline for contracts under the State Procurement Code from 30 days to 45 days after satisfactory performance. This change is important because it gives state agencies more time to process payments while still ensuring that contractors and organizations, like nonprofits and municipalities, receive their funds in a timely manner. Additionally, it establishes a requirement for agencies to report late payments to the legislature in 2026, which increases accountability in managing public funds. Overall, these adjustments aim to create a more transparent and efficient payment process.
