AS 14.17.470 is amended by adding new subsections to read:

(b) On July 1, 2025, the department shall increase the base student allocation in effect on June 30, 2025, by a percentage equal to the average percentage of increase over the first three of the preceding four calendar years in all items of the Consumer Price Index for all urban consumers for urban Alaska prepared by the United States Department of Labor, Bureau of Labor Statistics, plus an additional $1,000.

(c) On July 1, 2026, the department shall increase the base student allocation in effect on June 30, 2026, by a percentage equal to the average percentage of increase over the first three of the preceding four calendar years in all items of the Consumer Price Index for all urban consumers for urban Alaska prepared by the United States Department of Labor, Bureau of Labor Statistics, plus an additional $404.
