Plain-language change summary

The recent changes to SB 1055 specify that a contractor must "knowingly" fail to meet their obligations to be guilty of a Class 2 misdemeanor. Previously, any failure to fulfill obligations would result in the misdemeanor charge, regardless of intent. This change is important because it adds an element of intent, which may protect contractors from penalties for unintentional oversights while ensuring accountability for those who knowingly do not perform their duties.
