Plain-language change summary

The recent amendments to HB 35 clarify and specify the regulations regarding the use of electronic devices by prisoners. Notably, the bill now includes detailed guidelines on food expenditure limits for prisoners and the conditions under which living quarters can be constructed. This is significant because it aims to ensure that resources for prisoners are managed fairly while also addressing safety and welfare concerns within correctional facilities.
