Plain-language change summary

The revised version of Bill HB 21 introduces a simpler process for preregistering voters who are approaching 18 years of age by removing the requirement for that person to confirm their address through a mailed notice. Instead, the state will now automatically register these individuals when they are 90 days shy of their 18th birthday. Additionally, it maintains the confidentiality of the addresses and phone numbers of those under 18, which helps protect their privacy. This change aims to make voting registration more accessible for young people while safeguarding their personal information.
