Arizona commerce authority;
The Arizona commerce authority shall allocate $75,000,000 to award rural broadband grants.

The Arizona commerce authority shall allocate $25,000,000 to award broadband grants to cities and towns with a population of not more than one hundred fifty thousand persons.
The sum of $10,000,000 in onetime funding is appropriated from the state general fund in fiscal year 2021-2022 to the Arizona commerce authority to provide rural broadband grants.

For purposes of subsection C of this section the Arizona commerce authority shall consider the following factors in prioritizing grant awards:
The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to the lapsing of appropriations.

The potential of the award to stimulate economic development and growth in the city or town.
