The amendment to HB 4025 changes the bill’s title and clarifies its purpose, specifically exempting new hires and promoted employees in certain health departments from the classified civil service system and state grievance procedures starting July 1, 2026. It also gives department secretaries the discretion to designate some employees to remain under these systems, which could ensure compliance with federal law. This matters because it may make it easier for these departments to recruit and manage staff while reinforcing ethical hiring practices.
