Plain-language change summary

The amendments to Bill HB 156 change the criteria under which the commissioner of natural resources can issue stop orders for producing certain cannabis-related products. Initially, any production of plant products with delta-9-tetrahydrocannabinol over 0.3 percent would lead to a mandatory stop order, regardless of registration status. Now, a stop order is only required for those not registered and for those registered producing over 1 percent, while a stop order may be issued for registered producers with THC levels between 0.3 and 1 percent. This adjustment provides more flexibility and clarity for those registered to produce industrial hemp, ensuring they have a chance to correct lower-level violations before facing mandatory penalties.
