Plain-language change summary

The latest version of Senate Bill 2303 includes a significant change regarding eligibility for students receiving scholarships under the education savings account program. Previously, scholarships were available regardless of household income, but the new amendment removes this qualification, allowing any qualifying student to benefit from the program until graduation or age 21. This change is important because it opens up access to financial support for more students, potentially enhancing educational opportunities for families in North Dakota. Additionally, the language has been simplified in places to clarify definitions, like the term "participating school," making it easier to understand the bill's provisions.
