The amendment clarifies the definition of "disabled veteran" to specify that the service-connected disability must be rated at least 70 percent and must cause a walking impairment. It also adds a detailed description of what constitutes a "walking impairment." This change matters because it precisely defines eligibility criteria for certain benefits related to walking disabilities for veterans, potentially affecting who can receive a disabled veteran license plate in New Jersey.
