Plain-language change summary

The updated version of the bill increases the number of members on the commission from 9 to 11, adding two public members with expertise in the horticulture industry. It also specifies that these new members will be appointed by the Senate President and the Speaker of the General Assembly. Additionally, the previous version's provisions on the commission's expiration and other administrative details have been removed. This matters because it potentially enhances the commission's capacity for input by increasing its membership and clarifies its operational structure.
