The updated version of Bill SB 2276 clarifies the process for districts to create joint water resource boards to manage projects affecting multiple counties. It establishes that these boards must consist of an equal number of members from each participating district, ensuring fair representation. This change matters because it promotes cooperative management of water resources and helps streamline decision-making for projects that impact more than one area, ultimately enhancing regional water governance.
