The recent amendments to Senate Bill No. 2230 specify that the Secretary of State must distribute unbiased educational materials about ballot measures to all active voters in North Dakota at least 45 days before elections. Previously, the materials were to be sent to "secured active" voters, which has now been simplified to "active voters." This change matters because it expands the information reach to more voters, ensuring they have the necessary facts to make informed choices about constitutional measures and referendums before they cast their votes.
