Plain-language change summary

The revised bill HB 1619 establishes a loan program specifically aimed at helping nursing and basic care facilities in North Dakota with renovation and construction projects. The significant change is the removal of the phrase "continuing appropriation," which suggests that the funding for this program is now intended to be managed more directly rather than being continuously available without need for annual legislative approval. This change is important because it may affect how the program's funding is secured and potentially influence the financial planning for long-term care facilities in the state.
