Plain-language change summary

The updated version of HB 1511 includes a key change in the language regarding who can perform abortions. Instead of only allowing obstetricians to perform them, the bill now specifies that only licensed physicians can conduct abortion procedures, regardless of their specialization. Additionally, it clarifies the conditions under which an abortion can be performed and emphasizes the importance of having trained medical staff on-site. These changes matter because they could impact access to abortion services in North Dakota, ensuring that only certain licensed medical professionals are allowed to perform these procedures and reinforcing safety standards in abortion clinics.
