Plain-language change summary

The latest version of House Bill 1481 includes a change in language regarding how dental insurer rates are approved. Previously, the state's commissioner was required to disapprove excessive proposed rates; now, the language has shifted to allow the commissioner the discretion to deem rates excessive. This change matters because it gives the commissioner more flexibility in assessing dental insurance rates, which could impact how premiums are set and managed, potentially affecting consumers' costs and benefits. Additionally, the new version clarifies the definition of "dental loss ratio," ensuring insurance companies are accountable for spending a minimum percentage of premiums on patient care rather than on administrative costs.
