SECTION 3.
CONTINGENT EFFECTIVE DATE.
This Act becomes effective on the thirtieth day after the attorney general certifies to the legislative council:
1.
The United States Congress has amended 15 U.S.C.
260(a) to authorize states to observe daylight saving time year round;
and 2.
Minnesota, Montana, and South Dakota each have commenced the observance of daylight saving time year round as the standard time.
