Analysis by the Legislative Reference Bureau This bill prohibits health insurance policies and plans, including self-insured governmental plans, and the Medical Assistance program from knowingly covering a human organ transplant or posttransplant care if the transplant operation is performed in or the human organ to be transplanted was procured by sale or donation originating in the People’s Republic of China or in another country, as designated by the Department of Health Services, known to have participated in forced organ harvesting.

The Medical Assistance program is a joint federal and state program that provides health services to individuals who have limited financial resources.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
S ECTION 1.
157.06 (15m) COVERAGE PROHIBITED IF ORGAN IS TRANSPLANTED IN OR ORIGINATES FROM CERTAIN COUNTRIES .
