Section 214.18 of the Revenue and Taxation Code
(f)→ (f) (1) It is the intent of the Legislature to apply the requirements of Section 41 to the exemption provided by this section. Therefore, the Legislature finds and declares the following with respect to the exemption provided by this section: (A) The specific goals, purposes, and objectives of the exemption are to do both the following:(i) Facilitate the acquisition, development, rehabilitation, and financing of ownership and rental housing for persons and families of low and moderate income.(ii) To facilitate development and rehabilitation of restricted affordable dwellings and units.(B) The detailed performance indicators for the Legislature to use in determining whether the exemption provided by this section meet the goals, purposes, and objectives described in subparagraph (A) shall be both of the following:(i) The annual amount of assessed value exempted.(ii) The number of owner-occupied dwelling units or rental units, or both, created by community land trusts granted this exemption. (2) (A) The State Board of Equalization shall annually collect data from county assessors to quantify the amount of assessed value exempted and the number of owner-occupied dwelling units or rental units, or both, created by community land trusts granted this exemption. (B) On or before January 1, 2031, the State Board of Equalization shall submit to the Legislature, in accordance with Section 9795 of the Government Code, a report summarizing the information collected pursuant to this subdivision. (3) (A) To facilitate the information reporting requirement imposed pursuant to this subdivision, community land trusts claiming the exemption provided by this section shall provide to the assessor the information described in paragraph (2) in the form and manner prescribed by the assessor. (B) The assessor shall provide the State Board of Equalization with the relevant information, to the extent available, needed to comply with the reporting requirement imposed pursuant to subparagraph (B) of paragraph (2) and shall retain that information to the extent necessary. (g)amended
