is receiving essential air service for which compensation was provided to an air carrier under subchapter II of chapter 417; and→ is-- (A) receiving essential air service for which compensation was provided to an air carrier under subchapter II of chapter 417; or (B) located in a territory of the United States and was an eligible point under section 419 of the Federal Aviation Act of 1958 on October 24, 1978; andThe bill adds a new criterion for eligibility by including airports located in U.S. territories that were eligible points under a specified section of the Federal Aviation Act.
